we are not sure that to repeal section 16 of article 66 of Pub-
lic General Laws, as your memorialists suggest, and insti-
tute in lieu thereof a section limiting the distance from "ten"
to "three" miles, without a pass, in case of all slaves, would
meet the wishes of the entire State, as we have received peti-
tions from no other county than Frederick upon the subject.
We are, however, of opinion, judging from the represen-
tations of the said memorialists, and other facts, that such a
law is needed in other localities. We recommend, therefore,
such a law for Frederick county, and any others that think
proper to adopt it.

AU of which is respectfully submitted.

Mr. Kessler from a select committee, reported favorably
upon the bill entitled, an act to amend the 112th article of the
Code of Public Local Laws, by adding thereto the following
sections relating to the going at large and running away of
slaves, and resorting of slaves and free negroes to military
posts and encampments in Frederick county, and to repeal
section 16 of article 66 of the Code of Public General Laws,
so far as it applies to Frederick county;
