FRIDAY, August 2, 1861.

The House met, and was opened with prayer by the Rev.
Dr. Zacharias.

Present at the call of the roll the following members:

Messrs. Kilbourn, Speaker, Durant, Rasin, Medders,
Welch, Mackubin, Briscoe, Parran, Compton, Ford, Deni-
son, Quinlan, Renshaw, Jones, of Talbot, Chaplain, Den-

nis, of Som't, Keene, Holland, Melntire, Maxwell,, Miller,
Legg, Kessler, Claggett, Routzahn, Johnson, Salmon,
Naill, Goldsborough, Warfield, Brune, Winans, Pitts,
Harrison, Thomas, Wallis, Sangston, Morfit, Scott,
Wilson, Bayless, McCoy, Eakle, Brining, Fiery, Griffith,
Gordon, Barnard, McCleary, Gorsuch, Mills, Turner,
Brown,

The proceedings of yesterday were read.
On motion of Mr. Sangston,

Leave was granted to the Baltimore delegation to intro-
duce a bill to guard agaiust fraud in the exercise of the elec-
tive franchise in the city of Baltimore, by the registration of
voters therein,

Mr. Gordon, chairman of the committee on the Judiciary,
made a favorable report upon the bill entitled, an act to
make valid, and to carry into effect the bequest contained in
the last will and testament of George Kerr, late of Balti-
more county, deceased, in favor of the Trustees of the First
Presbyterian church, of Ellicott's Mills, in Howard county;

Which was read the first and by special order the second
and third time, and passed by yeas and nays as follow;
