session, 1860, chapter 282, declaratory of the meaning of
said act.

Mr. Miller from a select committee reported favorably upon
a bill entitled, an act to repeal the first and third sections
of Article XCVIII of the Code of Public General Laws re-
lating to wild fowl, and inserting the following sections in
lieu thereof;

On motion of Mr. Miller,

The rules were suspended and said bill ordered to a second
reading;

Being upon its second reading,
Mr; Welch moved to strike out the enacting clause.
The yeas and nays were ordered, and appeared as follow:
