On motion of Mr. Warfield,

Leave was granted the Baltimore city delegation to intro-
duce a bill to amend the IVth article of the Code of Public
Laws, in regard to the power of the Mayor and City Council
of Baltimore to borrow and raise money.

On motion of Mr. Warfield,

Leave was granted the Baltimore city delegation to intro-
duce a bill relating to Druid Hill Park, near the city of Bal-
timore.

Mr. Denison offered the following:

WHEREAS, sundry citizens of the State of Maryland have
been arrested without color of, and in opposition to the estab-
lished laws of the United States and of this State, and have
been carried by force into a neighboring State by troops in
arms, acting entirely under military and in disregard to all
civil authority; and whereas, a citizen of Baltimore coun ty has
been arrested in the middle of the night, when peaceably so-
journing in his own house, and is now forcibly detained in a
United States fort in defiance of the authority of the highest
tribunal known in the land; and whereas, such outrages upon
the rights of citizens of Maryland have been of late of frequent
occurrence, and may continue so to be, and it is part of the
duty of the Governor of this State to protect the territory
of this State against outrage, and its citizens against oppres-
sion. Therefore,

Ordered, That the Governor of this State be respectfully
requested to inform this House what action he has taken, if
any, to protect the citizens of the State in their persons and
property, to the end that the Legislature may co-operate with
the Governor in any legislation which may be proper and ef-
fective in the premises;

Which was read and adopted.

Mr. Goldsborough presented the petition of W. M. Hard-
castle and other citizens of Caroline county, asking for a di-
vision of Election District No. 1, of said county;

Which was referred to the Caroline county delegation.
On motion of Mr. Goldsborough,

Leave was granted to the Caroline county delegation to
report a bill to divide Election District No. 1, in Caroline
county, into two Election Precincts.
