STATE OF MARYLAND,
EXECUTIVE CHAMBER,
Frederick City, June 5,1861.
Gentlemen of the House of Delegates:

I herewith transmit to your honorable body a copy of the
returns of a special election held in Cecil county on the 29th
day of May, for a member of the House of Delegates to fill
the vacancy occasioned by the resignation of Alexander
Wilson, Esq.

Which was read and referred to the Committee on Elec-
tions.

On motion of Mr. Compton,

Leave was granted to the Committee on Military Affairs to
introduce a bill relating to the arms and ammunition be-
longing to or in the custody of the State of Maryland.

Mr. Pitts presented the memorial of Joshua Vansant,
President of the Board of Trustees of the Alms-house of Bal-
timore city, asking the repeal of section 50 of the new Code
of Laws for the city of Baltimore,

Which was read and referred to a special committee, con-
sisting of Messrs. Pitts, Ford and Gordon.

Mr. Holland presented the memorial of Richard H. Jack-
son and other citizens of Dorchester, complaining of the want
of arms in said county, and praying the passage of a law re-
quiring Hooper C. Hicks to deliver over to Capt. George E.
Austin, certain cavalry arms and accoutrements, in his pos-
session;

Also a similar petition from Capt. George E. Austin;

Which were severally read and referred to the committee on
military affairs.

Mr. Legg presented the memorial of Samuel J. Harrison
and other citizens of Queen Anne's county, praying the re-
peal of 396th section of article IV of the Code;

Which was read and referred to a select committee, con-
sisting of Messrs. Legg, Dennis, of Somerset, Dennis, of
Worcester, Warfield and Welch.

Mr. Maxwell, from joint select committee, appointed to
