Mr. Kessler moved, as a substitute, to refer it to a special
committee of three.

Which was lost.

The question then recurring upon the original motion, it
was sustained.

Mr. Wallis, from special committee, reported favorably
upon a bill entitled, an. Act to confirm and ratify an ordi-
nance of the Mayor and City Council of Baltimore, entitled
an ordinance to appropriate five hundred thousand dollars,
or so much thereof as may be necessary for the defence of the
city against any danger that may arise out of the present
crisis, approved on the 20th of April, 1861.

Which was read the first, and by special order the second
and third times, and passed by yeas and nays, as follows :
