Said bill being upon its second reading; the following
amendments were proposed:

In first section, fifth line, strike out "fifty" and insert
"forty;"

Which was adopted.

Second amendment proposed :

In second section, eighth line, strike out "fifty" and insert
"forty;"

Which was adopted.
Third amendment proposed :

After the word "respectively" in the tenth line, add, "said
bonds not to be disposed of at less than par ;"

Which was adopted.

The bill, as amended, was then read the second, and by
special order the third time, and passed by yeas and nays, as
