On motion of Mr. Wallis,

Leave was granted to the Baltimore City delegation to re-
port a bill, entitled

An Act to ratify an ordinance of the Mayor and City
Council of Baltimore, approved the 20th of April, 1861, and
appropriating $500,000 for the defence of the city : also,

An Act, to add to the 4th Article of the Code of the Public
Local Laws, a section, empowering the Mayor and City Coun-
cil of Baltimore, to raise and appropriate money for the
defence of the said city.

The Secretary of the Senate delivered the following ;

A bill entitled, An Act to amend the 19th section, relating
to Banks, of Article XII, of the Code of Public General Laws,
which was read the first time, and on motion of Mr. Pitts,'
was referred to a special committee of three—Messrs. Pitts,
Harrison, and Briscoe.

Mr. Wallis offered the following:

Ordered, That the special committee to whom has been
referred a bill from the Senate to amend the 19th section of
Article XII of the Code of Public General Laws, be instructed
to consider and report, by bill or otherwise, in regard to the
legalization of the existing supension of specie payments by
the Banks ; which was adopted.

Mr. Briscoe offered the following :

Ordered, That the committee on Military Affairs report to
this House, at the earliest practicable moment, by bill or
otherwise, what legislation is required to thoroughly re-
organize the militia of this State.

Which was adopted.

Mr. Gordon offered the following:

Ordered, That this House will meet at 10 o'clock, a. m,
each day, until further order.

Which was adopted.

Mr. Morgan offered the following:

Ordered, That when this House adjourns, it adjourn to
meet this afternoon at four o'clock ; which was adopted:

The Speaker announced the following standing committee
on Federal Relations: Messrs. Wallis, Dennis, of Somerset,
Long, Gordon, Briscoe, Goldsborough and Compton.
