Mr. Smith presented the memorial of one hundred and twenty-
six citizens of Carroll and Baltimore counties, protesting against
the passage of the act to provide for the Safety and Peace of the
people of Maryland.

Which was read and referred to the Committee on Federal
Relations.

On motion of Mr. Bradley,

Leave was granted Messrs. Bradley, Stone, and Goldsborough,
of Talbot, to introduce a bill to release from payment of interest
the securities on the official bond of Samuel L. Duhamel, Collec-
tor of Taxes for the first election district of Queen Anne's county,
for the year eighteen hundred and fifty-seven.

On motion of Mr. Gardiner,

Leave was granted Messrs. Gardiner, Kimmel, and Heckart,
to report a bill to amend the sixty-third article of the Code of
Public General Laws, relating to the Enrollment and Drafting
of the Militia.

On motion of Mr. Franklin,

Leave was granted the Committee on Finance, to report a
bill to pay to Thomas A. Mitchell, Sergeant-at-Arms of the Sen-
ate, the sum of one hundred dollars, due him on the first day of
January, eighteen hundred and sixty-one, as keeper of the Senate
Chamber at the seat of Government, in the recess of the Legis-
lature.

The Clerk of the House of Delegates delivered the following
message:

BY THE HOUSE OF DELEGATES,

May 7th, 1861.
Gentlemen of the Senate :

We have received your message asking that the Committee
on Federal Relations of the House, act in connection with the
Committee on Federal Relations of the Seriate, as a joint special
committee, to consider the report of Messrs. Scott, McLane, and
Ross, Commissioners on the part of Maryland to the Federal
Government at Washington, and respectfully concur therein.
