Kimmel, Whitaker—18.

NEGATIVE—NONE.

Said bill was then returned to the House of Delegates.

Mr. Kimmel, from a select committee, reported favorably upon
the following bill:

A bill, entitled, An act to amend the 112th Article of the Code
of Public Local Laws, by adding thereto the following sections,
relating to the going at large and running away of slaves, and
resorting of slaves and free negroes to military posts and encamp-
ments in Frederick county, and to repeal section 16 of Article 66,
of the Code of Public General Laws, so far as it applies to Fred-
erick county;

Which was read the second time.

On motion of Mr. Kimmel,
Said bill was then re-committed.

On motion,

Ordered, That such members of the Senate as may feel dis-
posed to sign the report of the joint committee on Federal Rela-
tions, and the resolutions thereto attached, may be permitted to
do so at their discretion.

The President appointed Mr. McKaig, as the committee of one
on the part of the Senate, to act in conjunction with the committee
of two on the part of the House, to take into consideration the
State Library.

Mr. McKaig declined acting on said committee, and offered the
following order:

Ordered, That the President of the Senate be one of the com-
mittee on the Library, in the place of the Senator from Allegany
county, excused from serving on said committee.
