than one dollar, to an amount greater than ten per centum of
their capital actually paid in. Provided, That any Bank may
issue such notes to the amount of five thousand dollars.

SECTION 3. And be it enacted, That the issue is not to con-
tinue beyond sixty days after the session of eighteen hundred
and sixty-four.

SECTION 4. And be it enacted, That the provisions of this
act is to extend only to such Banks and institutions as now
possess the right of issue.

Which was read, and referred back to Messrs. Yellott,
McKaig, Goldsborough, of Talbot, Whitaker, and Watkins.

Mr. Heckart, from the Committee on Militia, made the fol-
lowing

REPORT:

The committe to whom was referred the memorial of Henry
Mortimore, and others, relating to aggressions by the Virginia
soldiers, beg leave to report, that they are informed, that what-
ever acts of aggression may have taken place, were committed
not only without the authority of the officers commanding the
Virginia troops, but against their express orders.

The committee would, however, suggest that in the present
disturbed state of affairs, aggression and lawless acts may be
committed on the border, and to prevent this and preserve our
citizens from lawless interference, recommend the adoption of
the following resolution.

All which is respectfully submitted,

J. J. HECKART,

Chairman.

Resolved, by the Senate and House of Delegates, That ————,
be and he is hereby appointed Commissioner to confer with the
authorities of the State of Virginia, und have such measures
adopted by that State as will protect the rights of our citizens,
and preserve the peace on the Southern border of this State.
