The Clerk of the House of Delegates delivered the following
message :

By THE HOUSE OF DELEGATES,

April 30th, 1861.
Gentlemen of the Senate:

We propose, with the consent of the Senate, to appoint a
joint committee of three from each House, to take into considera-
tion the compensation of the members of the General Assembly,
so far as it relates to mileage.

We have appointed on the part of the House, Messrs. Burgess,
Maxwell, and Welch.

Chief Clerk.
Which was read.

The Clerk of the House of Delegates delivered the following
bill, entitled,

An act to amend article twelve, of the Code of Public General
Laws, relative to the payment of specie by the Banks of this
State.

Which was read the first time, and referred to the Committee
on Corporations.

The Clerk of the House of Delegates returned the following
bill:

A bill, entitled, An act to amend the nineteenth section, re-
lating to Banks, of article twelve, of the Code of Public General
Laws.

Which was amended as follows ;

SECTION 2. And be it enacted, That no Bank shall issue or

pay out notes or certificates of deposites of less denominations
