So the Senate referred the petitions to the Committe on Militia.
On motion of Mr. Lynch,

A bill, entitled, An act to make valid the qualification of Tench
Tilgbman as Major General of the Second Division of Maryland
Militta,

Was taken up, and re-committed to the Committee on Militia.
Mr. Kimmel presented the memorial

Of B. T. May, J. Merrett, William M. Crothers, Joseph Hall,
Wm. Poque, E. Davidson, J. R. Brown, J. L. Clayton, James
Lane, E. Carr, and two hundred and thirty-eight other citizens of
Cecil county, respectfully representing that, in 1860, Tench
Tilghman, Esq., of Talbot county, was commissioned by the
Governor of Maryland as Major General of the Second Division
of Maryland Militia, and that the said Tench Tilghman did not.
qualify as required by the laws of the State, under which, and by
virtue of which, his commission expired; for which, and other
reasons herein named, they do pray your Honorable Body to
refuse to confirm the said appointment.

Which was read, and referred to the Committee on Militia.

The Clerk of the House of Delegates returned the following
bill;

A bill, authorizing the County Commissioners of Frederick
county, at their discretion, to purchase of Thomas H. O'Neal,
for the use of said county, all the field notes, plats, surveyor's
books, &c., &c., now in his possession.

Endorsed, ''passed by yeas and nays."

The Clerk of the the House of Delegates delivered the follow-
ing bills:

A bill, entitled, An act for the relief of the Baltimore and Lib-
erty Turnpike Company;

Which was read, and referred to the Committee on Corpora-
tions.

A bill, entitled, An act to amend the 65th section of the Code
of Public Local Laws of Somerset county, relating to Justices of
the Peace and Constables, by adding thereto the following ——;

Which was read the first time, and referred to the Committee
on Judicial Proceedings.
