EVENING SESSION.

SATURDAY, April 27—4 P. M.

Pursuant to adjournment the Senate met at four o'clock.

A message was received from the Executive, through the
hands of G. Eichelberger, Esq.

[See Document C.]
Which was read, and

On motion of Mr. Dashiell,

Was referred to a special committee, consisting of Messrs.
Yellott, McKaig, Goldsborough of Talbot, Watkins and Whita-
ker.

The following bills were received from the House of Delegates:

A bill, entitled, An act to add to the fourth article of the Code
of Public Local Laws the following section, empowering the
Mayor and City Council of Baltimore to raise and appropriate
money for the defence of said city.

A bill, entitled, An act to confirm and ratify an ordinance of
the Mayor and City Council of Baltimore, entitled an ordinance
to appropriate five hundred thousand dollars, or so much thereof
as may be necessary, for the defence of the city, against any
damage that may arise out of the present crisis, approved on the
20th of April, 1861.

Which were severally read a first time and referred to a special
committee, consisting of Messrs. Yellott, McKaig and Golds-
borough, of Dorchester.

Mr. Yellott, on the part of the select committee, reported fa-
vorably on the bill, entitled, An act to add to the fourth article of
the Code of Public Local Laws, the following section, empow-
ering the Mayor arid City Council of Baltimore to raise and ap-
propriate money for the said city.

Read a second time, and by special order, the third time, and
passed by yeas and nays as follows:

AFFIRMATIVE.

Messrs. Brooke, President; McKaig, Smith, Yellott, Watkins,
Townsend, Bradley, Dashiell, Goldsborough, of Talbot, Golds-
