Mr. Kimmel offered the following

AMENDMENT :

In fifth line, after "police force," by the system of the military
draft of the State," and in the same line, after "which," insert
"drafted force."

The yeas and nays being demanded, appeared as follows :

So the Senate rejected the amendment.

Mr. Goldsborough, of Talbot, offered the following
AMENDMENT:

Strike out the words, "they are authorized to organize and ap-
point officers thereto in their discretion," after the word force in
the fifth line, and insert, "shall be organized by officers to be elected
in the several election districts of each county, by a majority of
said police force, and when so elected, to be commissioned by the
Governor of this State, and qualified in due form of law, which
said force shall be employed by said officers for no other
purpose than the suppression of servile insurrection, and the
defence of the citizens of their respective counties against maura-
ders and unauthorized and lawless bands of every description.

The yeas and nays being demanded, appeared as follows :
