The following Message was received from the Executive,
through the hands of G. Eichelberger, Esq.:

EXECUTIVE CHAMBER,

FREDERICK CITY, April 27, 1861.
Gentlemen of the Senate:

Several months since, I received from Hon. Oscar Miles, a let-
ter resigning his position as State Senator from St. Mary's county.

I have this day received from Mr. Miles a communication on
the subject: a copy of which 1 herewith transmit.

Believing that I have no power in the premises, I respectfully
submit the subject to the consideration of your Honorable Body.

To His EXCELLENCY,

THOS. H. HICKS, Governor of Maryland :

FREDERICK CITY, April 27, 1861

MY DEAR SIR : During my visit to the city of New Orleans
last winter, 1 tendered you my resignation, in consequence of
statements in the public press that you had determined to con-
vene the Maryland Legislature.

I am here prepared to resume my seat in the Senate; and if
my resignation has not been acted upon, I am instructed by my
constituents to withdraw it and resume my place.

Yours, very respectfully,

OSCAR MILES.
On motion of Mr. McKaig,
Mr. Miles was allowed to withdraw his letter of resignation.

On motion, the communication accompanying the Governor's
Message was referred to a select committee, consisting of Messrs,
Yellott, McKaig, Goldsborough, of T., Watkins and Whitaker.

On motion of Mr. Yellott,

Leave was granted Messrs. Yellott, McKaig, Goldsborough, of
Talbot, Watkins and Whitaker, to report a bill, entitled, An act
to amend the nineteenth section of Article twelve of the Code of
Public General Laws, relating to banks.
