the same within forty-eight hours after the ser-
vice of said notice, and on the failure, neglect, or
refusal of the owner or owners, occupier or
occupiers of any land or premises to comply
with said notice, he or they shall forfeit and
pay for any such neglect or refusal the sum of
twenty-five dollars, and said sanitary officer,
upon said neglect or refusal to remove said
nuisance, shall cause the same to be removed
at the expense of the owner or owners, occupier
or occupiers of said land or premises; said fine
or expenses of removal shall each be a lien
upon the land upon which said nuisance exists,
and the said fine and expense of removal shall
each be collected by an action of debt before
a Justice of the Peace of said county, in the
name of the said sanitary officer, for the use
of the County Commissioners of Baltimore
county. The said County Commissioners shall
expend money collected therefrom to the pay-
ment of the expenses of said sanitary officer.

SEC. 3. And be it enacted, That if any per-
son shall knowingly obstruct or resist said
sanitary officer in the execution of the power
to him given, or in the performance of the
