houses and Cellars in the city of Baltimore, for
the better protection of the lives and health
of inmates dwelling therein.
SEC. 2. And be it further enacted, That a
tenement house, within the meaning of this
act, shall be taken to mean and include every
house, building or portion thereof which is

rented, leased, let or hired out to be occupied,
or is occupied as the house or residence of
more than three families living independently
of another and doing their cooking upon the
promises, or by more than two families upon
a floor so living or cooking, but having a
common right in the halls, stairways, yards,
water-closets or privies or some of them; a
lodging house shall be taken to mean and in-
clude any house or building or portion thereof,
in which persons are harbored, or received, or
lodged for hire, for a single night, or for less
than a week at one time, or any part of which
is let for any person to sleep in for any time
less than a week; a cellar shall be taken to
