two seats, if there be one duly elected, the
person so elected shall immediately qualify
as Commissioner, and shall proclaim a new
election to supply the vacancy or vacancies
occasioned by the failure to elect, and shall
give at least five days' notice of said election,
which shall be held in the same manner as the
regular elections are held.
SEC. 6. And be it enacted, That if it shall
not appear that one of the persons voted for

has been duly elected, or if the person or
persons duly elected shall fail to qualify, and
proclaim a new election for the space of five
days, the old Board of Commissioners, or a
majority of them, shall assemble and proclaim
a new election giving at least five days' notice
thereof.
SEC. 7. Be it enacted, That in case of death,
refusal to act, resignation or disqualification

rect an election to be held to fill such va-
cancy, and the Commissioners or remaining

SEC. 8. And be it enacted, That the Commis-
sioners so elected, may meet and adjourn from
time to time as they may think proper, and
shall, at their first meeting, which shall be
within one month after their election, choose
from their own body a President, who shall
preside at the meetings of the Commissioners,
vote on the questions before them, and remain
in office until superseded by the appointment
of a new President after a new election of Com-

missioners, and shall also elect, but not neces-
sarily from their own number, a Secretary and
Treasurer, who shall continue in office during
the term for which said Commissioners are
elected, unless sooner removed by said Com-
missioners, and require and take from the
