LAWS OF MARYLAND.

SEC. 8. And be it enacted, That said Mayor
and Common Councilmen shall meet once in

every two months, and more often if they
think proper, and a majority of said Mayor
and Common Council shall constitute a Board
for the transaction of business, and that at all
meetings the Mayor shall preside, and in the
event of the Mayor's absence from any meet-
ing, the Common Council may, from their own
number, select a Presiding Officer pro tempore;

and the Mayor, with the advice of the Com-
mon Council, shall give directions to the Clerk
and Bailiff, and superintend such improve-
ments of the town as the Mayor and Common
Council may order.

SEC. 9. And be it enacted, That the Mayor
and Common Council may appoint a Clerk,
being one of the Common Council or other-
wise, and prescribe his duties; the said Clerk
shall keep a book or record of the proceedings

and ordinances of said corporation, which
shall be open at all times for the inspection
of any person interested, and said Clerk shall'
make out and furnish the Collector once in
each year a list of taxes for collection, and he
shall post up in at least three public places in
said town, copies of all ordinances passed by
said Mayor and Common Council and intended
to take effect and operate as local laws prev-
ious to their going into effect.

SEC. 10. And be it enacted, That the Mayor
and Common Council may pass ordinances to
preserve the health of the town; to prevent
and remove nuisances; to prevent, restrain
and regulate the running at large of horses,
cattle, swine and geese within the limits of
