before the payment of any sum of money ap-
propriated by this act, the Dean of the Faculty
of the Baltimore Medical College shall furnish
to the Comptroller a statement and satisfac-
tory certificate that the provisions of this act
have been complied with.
SEC. 2. And be it enacted, That the said Mary-
land General Hospital shall be required to ad-
mit, maintain and treat in said Maryland Gen-
eral Hospital, without any charge, each and
every year of this appropriation, one patient

from each county of this State, upon the per-
mit of the respective Boards of County Com-
missioners, and two patients from each Legis-
lative District of Baltimore city, upon the
permits of the committing Justices of said
city, to be endorsed by a reputable physician,
that the applicant is in need of free hospital
treatment for a curable, acute or chronic med-
ical or surgical disease; and the said Maryland
General Hospital shall receive, maintain and
treat, free of charge, the patients so appor-
tioned and sent to them by said authorities,
and shall furnish to the Comptroller satisfac-
tory evidence that it has so received, main-

tained and treated all patients, free of charge,
sent to them under the provisions of this act,
in consideration of the sum of money hereby
appropriated and payable; it being under-
stood that in case any of said counties or leg-
islative districts shall fail to send its propor-
tion of patients, then said college shall be paid
pro rata for such patients as have been treated
in accordance with this act.
