may see fit, and upon the failure of said officer or


other person to appear or to produce the records de-


manded when thereinto duly summoned, it shall be

SEC. 5. And be it enacted, That for the year eight-


een hundred and eighty-five, and thence on, the audi-


tor of said court appointed as aforesaid, shall annually
