SEC 7. And be it enacted, That whenever, in the


judgment of said veterinary inspector, animals which


have been exposed to any infectious or contagious dis-


eases cannot be safely quarantined or isolated, so as to


prevent the spread of such infection or contagion, he


may, with the consent of the governor, cause such


animals to be appraised and slaughtered, and the
