of the counties. It could mean it is in favor of the

people of the municipalities because that is what they
|

want and they are citizens, too. We need to get away

from the dichotomy that the people of Prince Georges
|

|
are all municipal or all county. They aren't. In all
|

|
cases, they are county residents and municipal residents,
|
