to provide money for the payment of any obligations of the
City of Annapolis, provided, however, that the aggregate
principal amount of such sums so borrowed and outstand-
ing and unpaid at any one time shall not exceed Fifty
Thousand Dollars ($50, 000. 00).
SEC. 2. And be it further enacted, That said Mayor,
Counselor and Aldermen of the City of Annapolis be and
they hereby are authorized and empowered to issue the
notes of said City for the sums so borrowed under the
provisions of this act at any time in such form as they
may determine; said notes shall be signed by the Mayor
of the said City of Annapolis and shall be countersigned
by the Clerk to said Mayor, Counselor and Aldermen; the
seal of said City of Annapolis shall be affixed to each
note and the interest coupons thereto attached, if any,
shall be authenticated by the facsimile signature of the
Mayor of said City, printed, engraved or lithographed
thereon. Said notes shall be dated at such times as may
be determined by said Mayor, Counselor and Aldermen
of the City of Annapolis and shall mature and be pay-
able in not exceeding twelve months from the date thereof.
SEC. 3. And be it further enacted, That such notes as
may be issued under the provisions of this Act shall be
and remain obligations of the Mayor, Counselor and Al-
dermen of the City of Annapolis issued upon the full faith
and credit of said City, and that said notes shall be issued
and sold in such manner and upon such terms and con-
ditions and shall bear such rate of interest as said Mayor,
Counselor and Aldermen of the City of Annapolis may
determine prior to the issue thereof, but that the aggre-
gate principal amount of such notes at any one time out-
standing and unpaid shall not exceed Fifty Thousand Dol-
lars ($50, 000. 00).
SEC. 4. And be it further enacted, That for the pur-
pose of repaying any money borrowed under the provisions
of this Act and the notes issued in evidence thereof and
the interest thereon when due and payable, said Mayor,
Counselor and Aldermen of the City of Annapolis shall
levy a tax upon all of the assessable property in said City
sufficient to provide funds for the payment of all such
sums when due and payable.
SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary
