to the authority contained in Article 66B of the Code of
Public General Laws of Maryland, 1929 Edition, title
"Zoning. " The Mayor and City Council of Baltimore shall
have no power to extend, amend, modify or repeal any of
the provisions of this Act.
SEC. 3. And be it further enacted, That any public gen-
eral laws or public local laws inconsistent herewith are
hereby repealed to the extent of such inconsistency.
SEC. 4. And be it further enacted, That if any provision
of this Act is held to be invalid, such invalidity shall not
affect other provisions of the Act which can be given effect
without the invalid provision, and to this end the pro-
visions of this Act are declared to be severable.
SEC. 5. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 492.
AN ACT to authorize and empower the Mayor, Counselor
and Aldermen of the City of Annapolis to borrow upon
the faith and credit of the City of Annapolis at any time
and from time to time sums not exceeding in the ag-
gregate Fifty Thousand Dollars ($50, 000. 00) at any
one time outstanding, and to issue notes therefor, to pro-
vide for the repayment of such sums as may be so bor-
rowed together with the interest thereon by taxes levied
upon all the assessable property in said City.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Mayor and Counselor and Aldermen
of the City of Annapolis be and they hereby are authorized
and empowered to borrow upon the faith and credit of said
City such sum or sums at any time and from time to time as
they in their discretion may determine and deem necessary
