immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 490.
AN ACT to add twelve new sections to Article 22 of the
Code of Public Local Laws of Maryland (1930 Edition),
title "Washington County", sub-title "Liquor and Intoxi-
cating Drinks", said new sections to be known as Sec-
tions 681A to 681L, both inclusive, and to follow imme-
diately after Section 681 of said Article, providing for
the sale of beer, lager beer, ale, porter, wine and other
brewed or fermented beverages containing one-half of
one per centum or more of alcohol by volume but not
more than 3. 2 per centum of alcohol by weight; pre-
scribing regulations and placing restrictions on the sale
thereof, prescribing license fees to be paid for the sale
thereof, providing how and by whom said licenses shall
be issued, and repealing Sections 634 to 681, both inclu-
sive, of said Article in so far as the same are inconsistent
with the provisions of this Act.
SECTION 1. Be it enacted, by the General Assembly of
Maryland, That twelve new sections be and they are
hereby added to Article 22 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Washington
County", sub-title "Liquor and Intoxicating Drinks", said
new sections to be known as Sections 681A to 681L, both
inclusive, and to follow immediately after Section 681 of
said Article, and to read as follows:
681A. The term "beverages" as used in this Act shall
include beer, lager beer, ale, porter, wine and other brewed
or fermented beverages containing one-half of one per cen-
tum or more of alcohol by volume but not more than 3. 2 per
centum of alcohol by weight.
681B. In Washington County the Clerk of the Circuit
Court is authorized to issue licenses to persons, firms, cor-
