to be sold by this Act without having first obtained a license
so to do. No brewer, wholesaler, or distributor shall sell or
deliver any such beverage within Prince George's County
to any person other than a licensee. No manufacturer of
such beverage within or without Prince George's County
shall sell or offer for sale in said county to licensees any
of such beverage without a permit having first been ob-
tained from said Board, which said permit shall be good
for one year from the date of its issue and the permittee
shall pay for said permit a fee of one hundred dollars per
annum. The holder of said permit shall make a monthly
report to said Board, under oath, of the quantity of such
beverage sold and delivered to licensees within Prince
George's County, and to whom sold and delivered, and upon
failure of said permittee to make said report the Board
shall revoke said permit. No brewer, manufacturer, whole-
saler or distributor shall have any direct or indirect finan-
cial interest in the business of any licensee.

Section 716. The Board of Beer License Commissioners
are hereby authorized to promulgate rules and regulations,
not inconsistent with law, for the issuance of licenses, and
for the operation of all businesses by licensees. Said reg-
ulations may be modified from time to time as the Board
may deem desirable.

Section 717. Any person who shall violate any of the pro-
visions of Sections 714 and 715 of this Act shall, upon con-
viction by a court of competent jurisdiction, be punished
by a fine not exceeding one thousand dollars or imprison-
ment in the county jail or the Maryland House of Correc-
tion not exceeding one year, or both fined and imprisoned
in the discretion of the court, and in case of a licensee or
permittee, as the case may be, his license or permit may
be revoked for a period of one year. If any licensee or
permittee shall wilfully violate the regulations duly issued
and promulgated by said Board, the Board may, after
proper hearing, revoke the license or permit, as the case
may be, for the period of one year. In case any licensee
is convicted of the violation of the terms of Sections 714
and 715 of this Act the court may immediately declare his
license revoked and notify the Board accordingly. Any
licensee who shall sell or permit the sale of any alcoholic
beverages not authorized under the terms of this Act on his
premises or in connection with his business or otherwise
shall, upon conviction, forfeit his license and shall in addi-
tion thereto be fined not more than one thousand dollars or
