and seize his baggage and take him before some Justice
of the Peace in and for said county, and if the arrest was
without warrant to make against him the charge of pos-
sessing or transporting intoxicating liquors contrary to the
provisions of this Act.
Section 713. The Governor, by and with the advice and
consent of the Senate when in session, and without such
advice and consent when not in session, shall appoint three
persons who shall constitute a Board of Beer License Com-
missioners of Prince George's County, two of whom shall
be selected from the political party of the State polling the
highest number of votes at the last general State election
and the other of whom shall be selected from the political
party polling the next highest number of votes at said
general election, all of whom shall be free-holders and
voters of said county and who shall hold office for two
years from the first day of June, 1933, until their suc-
cessors are appointed and qualified. The members of said
board shall each receive a salary of two hundred dollars
per annum, said salary to be payable quarterly out of the
Beer License Fund hereinafter mentioned. The clerk to
the Board of County Commissioners of Prince George's
County shall, in addition to his present duties, act as clerk
to said board and shall keep its records in the office of
said County Commissioners. The said board, or two mem-
bers thereof, constituting a quorum, shall meet at least
once a month in the Court House at Upper Marlboro, and
their duties and powers shall be as hereinafter provided.
Section 714. The said Board are authorized in their dis-
cretion as hereinafter provided to issue licenses to persons,
firms, corporations or associations on application to be
made therefor for the sale of beer, lager beer, porter, ale and
other malt or brewed drinks, containing not more than 3. 2
percentum of alcohol by weight within Prince George's
County subject, however, to the limitations and restrictions
imposed by this and the succeeding sections of this Act.
The Board shall keep a full record of all applications for all
licenses, and all recommendations for and remonstrances
against the granting of licenses and of the action taken
thereon.
(a) It shall be lawful for any brewer or manufacturer
to brew within Prince George's County and sell to licensees
malt or brewed drinks or beverages authorized to be sold
by this Act.
