Council shall establish a grade for such streets in accord-
ance with a uniform system.
The cost of construction or repairing the sidewalks may
be charged in whole or in part to the said land owner,
or land owners, along the said street in front of whose
property such sidewalk is laid and the same shall be a
lien on the said land of said owner or owners and col-
lectible as taxes are collected.
The time of payment of such cost may be extended by
the Council over a period of years not exceeding ten in the
discretion of the Council.
The Council is authorized from time to time, when
needed, to borrow money on the faith and credit of the
town and issue therefor interest bearing negotiable cer-
tificates of indebtedness to be designated "Sidewalk Cer-
tificates" to pay for the cost of the repair or improve-
ment of sidewalks, said certificates to be issued in an
amount not greater than the cost of such sidewalks to be
repaired or constructed, and the maturity thereof to be at
such time as the Council may prescribe.
The Council shall have general power and control over
the streets, alleys, lanes and sidewalks in said town; may
open and close the same and establish the width and grade
thereof; straighten, widen, improve, pave and repair the
same; construct causeways and bridges; set out shade
trees; and in its discretion trim trees, vines and shrub-
bery which obstruct or interfere with the free passage
of persons along said streets or sidewalks, and may re-
move any obstructions therefrom, or may require, by ordi-
nance, the property owners to trim trees, vines or shrub-
bery obstructing the same, or to remove any obstructions
thereon.
It may prohibit by ordinance the parking of vehicles
along such streets or parts of streets as may seem to it
advisable, and it may establish stands for taxi-cabs and
prohibit the same from parking any other place when such
stands have been established.
213. All fines, penalties and/or forfeitures imposed
by this sub-title or any ordinance of the Council
may be collected in the name of North Beach before the
Mayor or Police Magistrate appointed for said Town,
or before any justice of the peace of Calvert County, and
such officers are hereby given jurisdiction to try, hear
and determine all offenses and acts committed in disre-
gard or in violation of the ordinances of the Council,
and any person failing to pay the fine imposed upon him
