for a period not exceeding thirty days, in the same manner
as commitments are made for fines and penalties imposed
by the Circuit Court on conviction for misdemeanor; may
remit, at any time, any fine, penalty or forfeiture, or any
part thereof, in its discretion; may provide by ordinance
for the immediate arrest, without warrant, of any person
found violating any town ordinance, resolution or regula-
tion, and when it shall appear that the offender is intoxi-
cated, may confine said offender in some secure place until
he shall be sober, and may provide further for the confine-
ment of any person arrested, if the time be unreasonable,
as in the night, whereby he cannot attend the Justice of
the Peace until a reasonable hour the succeeding morning,
when he shall be taken before a Justice of the Peace and
dealt with according to the nature of the offense; provided
that such a person so arrested may be released if he de-
posit with the Bailiff a sum of money or give security be-
fore a Justice of the Peace to cover any fine that may be
assessed against him for the violation of the ordinance,
resolution or regulation with which he is charged.

It shall have the power to acquire by purchase or by con-
demnation under the provisions of Article 33A of the Code
of Public General Laws of the State, any private property
that in their judgment may be needed for municipal pur-
poses, whether the same lies within the limits of said town
or outside thereof, and it shall have full power to authorize
the sale or disposition of any property owned or acquired
by the town whenever in its judgment it is advisable and
for the best interest of the town that the same shall be dis-
posed of.

And the said Council shall in general have full power to
pass such ordinances, resolutions, or regulations as may
generally promote the public health, safety, welfare and
morals of the town.

212. The Council on the written request of a majority
of the land owners on any block of any street in North
Beach desiring to have the same improved, or on its own
volition, whenever it may deem the same may be neces-
sary and advisable, shall have the power and is hereby
authorized to construct, repair or improve the streets and
sidewalks of the town with cement, brick, gravel or other
permanent material, putting in guttering or curbing and
providing driveways where the same may be needed and
otherwise arranging for proper drainage along said
street. At the time of such construction or repair the
