within two years from the day of sale instead of within
one year as provided for in said Section 78.
209. The County Commissioners of Calvert County
shall annually pay to the Treasurer of North Beach, when
and as collected, less the expense of collection, all taxes
levied for public roads on property within the limits of said
town, which funds when so received by the Town shall be
expended by the Council in repairs and improvements of
streets and roads within the limits of the Town.
210. The Council shall have the same powers as the
State Board of Health of this State, restricted, however, to
the limits set forth in Section 179 of this Article.
211. The Council may pass such ordinances, resolutions
or regulations for the welfare, good government and im-
provement of the town and inhabitants thereof as to it
may seem proper. It may define, forbid, prevent and re-
move all nuisances within said town; restrain disorders
and disturbances of every kind; forbid the carrying of con-
cealed weapons; prohibit the firing of guns, pistols or other
explosives in the town, and the tumultuous, irregular and
disorderly meetings of idle and dissolute persons; regulate
the location, erection or repair of buildings in accordance
with the public health, welfare and safety, and provide by
ordinance, for the granting of permits therefor; may pass
zoning ordinances for the protection of the public
health, welfare, safety and morals; may regulate and pro-
vide the conditions under which live animals may be kept
within the limits of said town, and may prohibit the run-
ning at large of the same during the entire year, or during
such periods as may to them seem advisable, and may make
such regulations for impounding such animals and for dis-
posing thereof as may seem to them necessary and proper.
It may regulate the sale and use of fireworks in said town
and may provide reasonable license fees to be paid for any
place of business, public amusement or recreation, pleasure
park, picnic ground, club house, billiard or pool room, the-
atrical exhibition, circus, baseball ground, bowling alley,
motion picture parlor, roadside stand, and signs or sign-
boards. It may impose such fines, penalties, forfeitures and
punishment for a breach of their ordinances, resolutions or
regulations as they may think proper, and for the non-pay-
ment of such fines, penalties and forfeitures may provide
for the commitment of the offender to the County Jail, or to
such place of confinement in said town as it may provide,
