dumps as may be designated by said Commission. A rea-
sonable fee, to be fixed by the said Commission, shall be
paid for each permit and the said Commission may revoke
any permit for cause.

It shall be the duty of the Washington Suburban Sanitary
Commission to maintain the public dumps in a sanitary
manner and for this purpose may incinerate the rubbish or
treat the dumps with such materials as it may deem desir-
able to prevent same from becoming nuisances. Provided;
however, that this section shall not apply to any person,
firm or institution residing within the above defined bound-
aries engaged in feeding garbage to hogs nor shall it apply
to dumps in incorporated towns which are maintained by
such towns.

Any person violating the provisions of this Act shall be
guilty of a misdemeanor and upon conviction thereof, shall
be fined not less than five nor more than fifty dollars, or
by imprisonment for not more than thirty days, or both,
in the discretion of the Court.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1933.

CHAPTER 473.

AN ACT to repeal and re-enact with amendments Section
32 of Article 9 of the Annotated Code of Maryland
(1924 Edition), title "Attachments", sub-title "Attach-
ments by Justices Against Non-Resident or Absconding
Debtors", to include attachments after two non ests in
certain cases.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 32 of Article 9 of the Annotated
Code of Maryland (1924 Edition), title "Attachments",
sub-title "Attachments by Justices Against Non-Resident
or Absconding Debtors", be and it is hereby repealed and
re-enacted with amendments to read as follows:

32. Any justice of the peace may issue an attachment
against a non-resident, an absconding debtor, or a
debtor twice returned non est upon summons issued where
