be paid for his services the sum of twelve hundred dollars
per annum, payable in monthly instalments of one hundred
dollars at the expiration of each and every month by the
treasurer of Garrett County from the funds of said County
and the said Clerk shall have full power to administer an
oath or affirmation to any and all persons who are to be
examined as witnesses in any matter before the County
Commissioners, and touching or relating to any account,
bill or other matter to be filed in the office of said County
Commissioners; the said salary of twelve hundred dollars
per annum shall be full compensation for all services re-
quired of said Clerk, who shall keep the office of County
Commissioners open from nine o'clock in the forenoon until
four o'clock in the afternoon, and who shall attend therein
for the transaction of business on every day of the week
except Sundays and legal holidays. No additional compen-
sation shall be paid said Clerk for extra work nor shall the
County Commissioners pay any one for assisting said Clerk.
SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.

CHAPTER 466.
AN ACT to impose additional regulations and restrictions
upon the sale of beverages in accordance with the pro-
visions of Section 101 I of Article 56 of the Code of Pub-
lic General Laws of Maryland, title "Licenses, " sub-title
"Additional License Fees for the State, " as enacted by
Senate Bill No. 316 of the General Assembly of Maryland
at its 1933 session; granting the Board of County Com-
missioners of Montgomery County the power to revoke
any license issued under the terms of said Senate Bill
No. 316, upon the conviction of the person licensed under
the provisions of said Bill for the violation of any Fed-
eral law, or Public General or Public Local Law of Mary-
land, pertaining to the sale of beverages or disorderly
conduct; providing for holding of special elections in the
