under the provisions of this Act, shall be paid to the
Treasurer of the State upon the warrant of the Comp-
troller, and so much thereof as may be necessary shall be
paid by the Treasurer of the State, upon the warrant of
the Comptroller, out of the proceeds of such sale, for the
payment of the expense of engraving, printing and other
outlay connected with the issue of the loan to be author-
ized, and all other incidental expenses connected with the
execution of its provisions in connection with said loan,
and the balance of the said proceeds shall be paid by the
Treasurer of the State, upon the warrant of the Comp-
troller, to the State Roads Commission, to be used by the
said State Roads Commission for the construction, recon-
struction, relocation, widening and improvement of State
roads and bridges within the boundaries of the State of
Maryland.
73. All license fees and franchise taxes paid to the
State of Maryland with respect to trucks or commercial
motor vehicles of all kinds shall be segregated and are
hereby first dedicated to the payment of promissory notes,
bonds or other evidences of indebtedness including redemp-
tion payments and interest payments thereon for that par-
ticular year, the balance to merge with the general high-
way funds produced by other motor vehicle revenue.
74. In the event that the funds provided by the pre-
ceding section prove unavailable or insufficient, the State
Roads Commission is authorized, empowered and directed
to provide for the charge and collection of tolls over any
bridge or bridges now erected or to be erected on any main
route or road, routes or roads upon or with respect to
which a substantial portion of the funds borrowed under
the provisions of this Act are to be or shall have been ex-
pended. The State Roads Commission shall have full power
and authority to pledge the net amount of tolls so charged
and to be collected and/or the license fees and franchise
taxes now or hereafter levied by the State in respect to
commercial motor vehicles, as security for any money bor-
rowed under the provisions of this Act, the charge and
pledge of said tolls to run for such term or period of years
as may be necessary to liquidate the said indebtedness, to-
gether with the interest thereon.
SEC. 2. And be it further enacted, That should any sec-
tion, or part of a section of this Act be held to be invalid
for any reason, such holding shall not be construed as
