SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all of the members elected to each of the
two houses of the General Assembly of Maryland, the same
shall take effect from the date of its passage.

CHAPTER 420.
AN ACT to repeal and re-enact with amendments Section
135A of Article 33 of the Annotated Code of Maryland
(1924 Edition), title "Elections, " sub-title "Miscel-
laneous Provisions, " as said section was enacted by Chap-
ter 332 of the Acts of 1931, decreasing the compensation
of the general counsel for Board of Supervisors of Elec-
tions of Washington County.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 135A of Article 33 of the Anno-
tated Code of Maryland (1924 Edition), title "Elections, "
sub-title "Miscellaneous Provisions, " as said section was
enacted by Chapter 332 of the Acts of 1931, be and it is
hereby repealed and re-enacted with amendments to read
as follows:
135A. The Board of Supervisors of Elections of Wash-
ington County shall annually on the first day of June in
each year appoint some practicing member of the bar of
Washington County to act as general counsel for said board,
and for the officers of registration and judges of election,
appointed by them in all matters and proceedings pertain-
ing to their duties and to appear for and defend said Board
of Supervisors, officers of registration and judges of elec-
tion at the hearing of all petitions and suits which may be
filed or brought for or against them under the provisions
of Article 33 of the Code of Public General Laws of Mary-
land, title "Elections, " or involving their rights and duties
thereunder. For his services as such general counsel he
shall receive an annual salary of not less than one hundred
and fifty dollars ($150. 00) which salary may be increased
by the County Commissioners of Washington County, and
