SEC. 2. And be it further enacted, That said Mayor and
City Council of Cumberland shall appropriate money out of
general funds of the City for the purpose of making said
payments, or should such funds not be available, then the
Mayor and City Council shall include a sufficient sum of
money to make said payments in the budget for the year
1934, and shall levy and collect said amount during the
