SEC. 2. And be it further enacted, That the provisions
of Section 414 to 421, inclusive, of Article 13 of the Code
of Public Local Laws of Maryland, title "Harford County, "
sub-title "Liquor and Intoxicating Drinks, " and Sections
352 to 380, inclusive, of said Article, sub-title "Havre de
Grace, " are repealed in so far as the same are inconsistent
with the provisions of this Act.

SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the business, health and
safety, and having been passed by yea and nay vote, sup-
ported by three-fifths of all of the members elected to each
of the two Houses of the General Assembly, the same shall
take effect from the date of its passage.

CHAPTER 394.

AN ACT to repeal and re-enact, with amendments, Section
17 of Article 48A of the Code of Public General Laws
of Maryland, 1929 Supplement, title "Insurance, " sub-
title "General Provisions, " for the purpose of authoriz-
ing certain classes of Insurance Companies incorporated
under the laws of this State to issue more than one class
of stock.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 17 of Article 48A of the Code of
Public General Laws of Maryland, 1929 Supplement, title
"Insurance, " sub-title "General Provisions, " be, and the
same is hereby repealed and re-enacted, with amendments,
so as to read as follows:

17. Capital Stock and Surplus. The capital stock of
any insurance company incorporated under the laws of
this State, with the exception of mutual insurance com-
panies and industrial life insurance companies falling
within the class of companies embraced within the pro-
visions of Sections 98, 99 and 100, shall not be less than
one hundred thousand dollars ($100, 000), which may be of
one or more classes and all having a fixed nominal or par
value, and every such company must have approved assets
