mulgate rules and regulations, not inconsistent with the
law, for the issuance of licenses, and for the operation of
all business by licensees. Said regulations may be modi-
fied from time to time as may be deemed desirable.

Section 421K. Any person who shall violate any of the
provisions of this Act shall, upon conviction by a court of
competent jurisdiction, be punished by a fine not exceeding
One thousand dollars ($1, 000) or imprisonment in jail for
one year, or both fine and imprisonment, in the discretion
of the court, and in case of a licensee his license shall be
revoked for a period of one year. If any licensee shall
wilfully violate the regulations duly issued and promul-
gated by the County Commissioners of Harford County,
and/or the Mayor and City Council of the City of Havre de
Grace, the Commissioners and/or the Mayor and City
Council, may, after proper hearing, revoke the license for a
period of one year. In case any licensee is convicted of the
violation of the terms of this section the court shall imme-
diately declare his license revoked and notify the County
Commissioners and/or the Mayor and City Council of the
City of Havre de Grace accordingly. Any licensee who
shall sell or permit the sale or permit the drinking of any
alcoholic beverages not authorized under the terms of this
section on his premises or in connection with his business
or otherwise shall, upon conviction, forfeit his license and
shall in addition thereto be fined One thousand dollars
($1, 000) or imprisoned for one year, or both fined and im-
prisoned, in the discretion of the court.

Section 421L. The State's Attorney of Harford County,
the Sheriff of said County, the Constables of the several
Districts therein and the town officers of the City of Havre
de Grace are all specifically charged with the enforcement
of the provisions of this Act and the prosecution of those
charged with the violation of the provisions thereof.

Section 421M. The funds derived from the sale of the
said licenses in Harford County outside of the City of Havre
de Grace shall be paid to the Treasurer of Harford County
and the net proceeds derived therefrom credited to the
"Contingent Fund" of the County Commissioners, and the
funds derived from the sale of said licenses in said City
shall be paid to the Treasurer thereof and the net proceeds
derived therefrom paid into the City Treasury and to be
applied first to the payment of interest on the bonded in-
debtedness of said City and the balance to the redemption
of the bonds of said City.
