three-fifths of all the members elected to each of the two
houses of the General Assembly, the same shall take effect
from the date of its passage.

CHAPTER 393.
AN ACT to add thirteen new sections to Article 13 of the
Code of Public Local Laws of Maryland, title "Harford
County, " sub-title "Liquor and Intoxicating Drinks, " to
follow Section 421 of said Article, and to be known as
Sections 421A to 421M, inclusive, providing for the sale
of beer, lager beer, ale, porter, wine and other brewed
or fermented beverages containing one-half of one per
centum or more of alcohol by volume but not more than
3. 2 per centum of alcohol by weight; prescribing regu-
lations and placing restrictions on the sale thereof, pre-
scribing license fees to be paid for the sale thereof, pro-
viding how and by whom said licenses shall be issued,
and prescribing penalties for the violation of the pro-
visions thereof, and repealing the provisions of Sections
414 to 421, inclusive, and Sections 352 to 380, inclusive,
of Article 13 of the Code of Public Local Laws of Mary-
land in so far as the same are inconsistent with the pro-
visions of this Act.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That thirteen new sections be added to Article
13 of the Code of Public Local Laws of Maryland, title
"Harford County, " sub-title "Liquor and Intoxicating
Drinks, " to follow Section 421 and to be known as Sections
421A, 421B, 421C, 421D, 421E, 421F, 421G, 421H, 4211,
421J, 421K, 421L and 421M.
Section 421A. The term "beverages" as used in this
Act shall include beer, lager beer, ale, porter, wine and
other brewed or fermented beverages containing one-half
of 1 per centum or more of alcohol by volume but not more
than 3. 2 per centum of alcohol by weight.
Section 421B. In Harford County outside of the cor-
porate limits of the City of Havre de Grace, the County
Commissioners of Harford County and within the City of
