Havre de Grace the Mayor and City Council of said City
are authorized to issue licenses to persons, firms, corpora-
tions or associations on applications duly made therefor,
for the sale of beverages within the limits of Harford
County, subject, however, to the limitations and restric-
tions imposed by this Section, the County Commissioners
and/or the Mayor and City Council, as the case may be,
shall keep a full record of all applications for licenses, of
all recommendations for and remonstrances against the
granting of licenses, and of the action taken thereon. The
expenses incident to such work shall be fixed by the County
Commissioners and/or the Mayor and City Council of
Havre de Grace, and paid from the funds arising from
license fees under this section.

Section 421C. It shall be lawful for any brewer or manu-
facturer to sell to licensees under the provisions of this Act,
in Harford County, any beverage or beverages authorized to
be manufactured or brewed by the laws of the United States
of America, and of the State of Maryland.

Section 421D. Any person, firm, corporation or associa-
tion desiring a license for the sale of beverages under this
Section, shall file with the County Commissioners of Har-
ford County and/or the Mayor and City Council of Havre
de Grace, as the case may be, an application therefor in such
form as may be prescribed. The application shall designate
the kind of license desired before the license is issued, the
County Commissioners of Harford County and/or the Mayor
and City Council of Havre de Grace shall satisfy themselves
of the moral character and financial responsibility of the
applicant, appropriateness of the location where such
licensed business is to be conducted, taking into considera-
tion the number of such licenses already issued, and gen-
erally as to the applicant's fitness for the trust to be re-
posed. Before any license is issued under this section the
County Commissioners and/or the Mayor and City Council
of Havre de Grace shall determine the whole number of
licenses to be issued within the County, City or District.
Each license shall designate the place of business of the
licensee. Each application for license shall contain:

First: The name and residence of the applicant, and how
long he has resided within Harford County.

Second: The particular place for which a license is de-
sired, designating the same by street and number if prac-
ticable, if not, by such other apt description as definitely
locates it.
