son having the highest number of votes for the several of-
fices of Mayor and members of the Council, shall be de-
clared duly elected, and said judges shall then and there
make and sign a certificate of the result of said election,
showing the number of votes cast for each person voted
for, and shall deliver said certificate to the clerk of said
town, who shall notify the person elected of their election,
and the persons so elected shall severally hold their respec-
tive offices from the first Monday of June next succeeding
their election, for and during the term of two years, and
until their successors shall be duly elected and qualified.

Section 75. The Mayor and Council shall have power
to pass all ordinances, not contrary to law, necessary with-
in the limits of said town to preserve the health, peace and
safety of the inhabitants thereof, to prevent and remove
nuisances and annoyances, to suppress gambling, to pre-
vent the firing of cannon, guns, pistols, firecrackers and
other explosive instruments or materials within the cor-
porate limits; to restrain all disorders and disturbances;
to suppress fires and the danger thereof; to make or cause
to be made and repaired, all necessary drains, sewers, cul-
verts and bridges; to license public amusements, shows and
exhibitions, fix the sums of money to be paid therefor, and
prescribe the mode of collecting the same; and to provide
for the good government and general police of the town;
and they shall have power to enforce the observance of all
such ordinances by fines, penalties, forfeitures and impris-
onment, not exceeding one hundred dollars or not exceeding
sixty days in the Carroll County Jail, or both, for any one
offense.

Section 84. Any Justice of the Peace of the State of
Maryland in and for Carroll County, upon complaint made
before him of the violation of any ordinance of said corpo-
ration, shall issue process in the name of the Mayor and
Council to recover the fine or penalty imposed for the vio-
lation of such ordinance, against the party offending, and
may hear and determine the matter as in any case arising
under the laws of the State, and shall receive the same fees
therefor.

Section 85. In default of payment of any fine or pen-
alty imposed by him for a violation of any ordinance of the
corporation, the justice may commit the party fined to the
county jail for a period not exceeding sixty days, and the
