offending shall be deemed guilty of a misdemeanor, and,
upon conviction thereof, shall pay a fine of not less than
$100, nor more than $500, for each and every offense, one-
half thereof to the school fund of said county. The said
salary and compensation so allowed shall not be retained
by the treasurer out of the collections made, but shall be
paid him by the clerk by check, as other claims are paid.
Provided, that the change in the basis and amount of the
compensation of the treasurer, as hereinbefore prescribed
and limited, shall not become effective during the term of
office for which the incumbent was elected, but that during
said term, the compensation and basis thereof shall remain
under the present law.
502. All purchases of real estate heretofore made by
the County Commissioners of Anne Arundel County from
the respective treasurers of said county, at tax sales for
State and county taxes in default, be and the same are
hereby ratified, confirmed and legalized, so as to vest in
said County Commissioners the marketable title to the
properties so purchased, subject only to the ratification of
such sales by the Circuit Court for Anne Arundel County.
And all tax sales for county, state or school taxes in default
heretofore made by the treasurer for any year or years, or
portions thereof, prior to July 1, 1931, and all proceedings
in connection therewith, are hereby validated and confirmed
insofar as said sales and the proceedings in connection with
the same are found by the Circuit Court for Anne Arundel
County to have been conducted in conformity with the pro-
visions of the Public Local Laws of Anne Arundel County
in effect prior to the enactment and approval of Chapter
280 of the Acts of the General Assembly of Maryland of
1931.
SEC. 2. And be it further enacted, That all Acts, or
parts of Acts, general or local, inconsistent with the pro-
visions of this Act, or any of them, are hereby repealed to
the extent of such inconsistency, but only to such extent.
SEC. 3. And be it further enacted, That this Act shall
take effect from the date of its passage, it being declared
an emergency law and necessary for the immediate preser-
vation of the public health and safety.
