out the provisions of this section, the said Chief Assessor
shall have power to appoint such competent assistant or
associates, to be approved by the County Commissioners, as
the work of his department may require, provided that the
total compensation and expense thereof shall be limited as
follows: One assistant or associate assessor at a salary not
exceeding Twelve Hundred Dollars ($1, 200. ) a year, and
one clerk at a salary not exceeding Twelve Hundred Dollars
($1, 200. 00) a year, whose duties shall also include such
services in connection with the issuing of building permits
as the County Commissioners may prescribe. The Chief
Assessor shall receive the annual salary now allowed him
by law, in addition to which the County Commissioners
shall allow a fee or commission, not exceeding $1. 50 per
thousand dollars on all assessments of new or missed prop-
erty, the said commission or fee to be paid to the said Chief
Assessor and his assistant or associates in such equitable
proportions as the said County Commissioners shall by
regulation prescribe, which payment shall cover, also, all
incidental expenses whatsoever in connection with the said
assessing department.

Provided, that this section shall not become operative
during the term of office for which the incumbent treasurer
of Anne Arundel County was elected, as further indicated
in Section 499 of this Act.

499. The said treasurer shall be entitled to receive as
full compensation for his services as such treasurer and as
collector of all county, state and school taxes, as well as all
other taxes, an annual salary of Five Thousand Dollars
($5, 000. ) for and during his term of office and until his
successor shall have been duly elected and qualify, and he
shall employ such clerks or assistants of his own selection
for conducting the work of his office as the said work may
require, the salary of not more than five of said clerks to
be paid by the County Commissioners of said County in
such reasonable amounts, not exceeding in the aggregate
Sixty-five Hundred Dollars ($6, 500. ), as said County Com-
missioners may determine, —it being the intent and pur-
pose of this section that the treasurer shall always be a full
time officer and be in personal attendance regularly upon
the duties of his office; and no extra compensation of any
kind whatsoever shall be allowed said treasurer or be
claimed or received by him, directly or indirectly. If the
treasurer, or any clerk, agent or deputy shall violate this
section, or any other section of this Act, the person so
