said water works, pipes, hydrants, fire plugs, or any part
thereof, and to provide penalties for any violation of said
ordinance not inconsistent with the provisions of the ex-
isting charter of the said City of Westminster.
SEC. 11. And be it further enacted, That this Act shall
be construed as conferring additional and supplementary
powers upon The Mayor and Common Council of West-
minster, and not as limiting or derogating from any power
or authority now reposed in said The Mayor and Common,
Council of Westminster by Sections 348A to 348R inclusive
of Article 43 of the 1929 Supplement to the Annotated Code
of Maryland, or by any other Act of the General Assembly
of Maryland heretofore passed.
SEC. 12. And be it further enacted, That this Act is an
emergency law necessary for the immediate preservation
of the health and general welfare of the residents of the
City of Westminster and vicinity, and three-fifths (3/5)
of the members of each House of the General Assembly
concurring therein by yea and nay vote, the same shall be
effective from the date of its passage.

CHAPTER 305.
AN ACT to add a new section to Article 65 of the Anno-
tated Code of Maryland (1924 Edition), title "Militia, "
said new section to be known as Section 31A and to fol-
low immediately after Section 31 of said Article, pre-
scribing the conditions for the reduction in pay of the
members and officers of the organized militia.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 65 of the Annotated Code of Maryland (1924 Edi-
tion), title "Militia, " said new section to be known as
Section 31 A, to follow immediately after Section 31 of said
Article, and to read as follows:
31A. Upon the recommendation of the Ranking Line
Officer, the Governor, in his discretion, may reduce the
