thorized and empowered, upon the approval by the majority
of the qualified voters of Westminster of the issuance of
the bonds provided for hereunder, to purchase from The
Consolidated Public Utilities Company of Westminster, all
of the plant and water works property of such company,
including real estate, flowage rights, and other easements
and rights of way, reservoirs, water mains and service
pipes, pumps, water meters, and other property, machinery
and equipment connected therewith, which is now devoted
by said Company, to the procurement, impounding, purifi-
cation, distribution and service of water to the City of
Westminster and vicinity, together with all the rights and
privileges pertaining thereto, upon such terms and condi-
tions as said The Mayor and Common Council of West-
minster may determine by resolution, but the purchase
price not to exceed Two Hundred Thousand Dollars
($200, 000. 00).

SEC. 8. And be it further enacted, That The said
Mayor and Common Council of Westminster is hereby au-
thorized and empowered to contract for, purchase in fee
simple, or lease for a term of years, any land, real estate,
spring, brook, water and water course, to dig, bore and
sink wells, to erect any and all reservoirs, storage dams
and stand pipes for the storage of water as may be neces-
sary and expedient; to lay all pipes and mains, to erect fire
plugs, to purchase all necessary machinery, supplies and
materials necessary to be used in building, constructing,
operating, maintaining or extending said water works, to
purchase all materials and supplies necessary, to employ
all necessary labor, or at its discretion, to let out the whole
or any part of said works to contractors as it may deem to
the best interest of said City, and it is hereby authorized
and empowered to employ engineers, superintendents and
foremen to design and supervise said work.

SEC. 9. And be it further enacted, That the said The
Mayor and Common Council of Westminster is hereby au-
thorized and empowered to do all acts necessary and proper
to carry out the provisions of this Act, whether said pow-
ers are especially herein mentioned or not, and to pass any
and all ordinances necessary for the carrying out of the
provisions of this Act.

SEC. 10. And be it further enacted, That the said The
Mayor and Common Council of Westminster is hereby au-
thorized to provide by ordinance for the protection of the
