of Westminster from the operation of the water system of
said municipality.

SEC. 6. And be it further enacted, That the said The
Mayor and Common Council of Westminster, before issu-
ing any bonds hereunder, shall first, at a special or regular
municipal election, submit to the voters of Westminster the
question whether or not said bonds shall be issued, and
upon the ballots to be used at said election, there shall be
printed or written the words, "For Westminster City Water
Bonds, " and "Against Westminster City Water Bonds, " and
if a majority of the votes cast upon said question shall be
"For Westminster City Water Bonds, " then the said The
Mayor and Common Council of Westminster shall exercise
the powers vested in them by this Act and shall issue the
bonds authorized by this Act; but if a majority of the votes
cast upon said question shall be, "Against Westminster
City Water Bonds, " the power shall not be exercised, nor
the bonds issued, but the said The Mayor and Common
Council of Westminster, however, are hereby authorized to
submit the same question to the qualified voters of the City
of Westminster at the next general election held in said
City, or at any special election to be called by publication
of a notice thereof in a newspaper published or circulated
in said City, at least once before the date fixed therefor,
which date of publication shall not be less than fifteen (15)
days nor more than thirty (30) days preceding the date
fixed for said special election. All such elections shall be
held as are other elections of the City of Westminster, and
at such elections the qualified voters of the City shall de-
termine whether or not the provisions of this Act shall be-
come effective, and such provision shall not become effective
until they are approved by receiving a majority of the votes
cast upon said question, and the said The Mayor and Com-
mon Council of Westminster may call a special election for
submitting the said question to the qualified voters of said
City whenever and so often as in their judgment they shall
deem best, and they shall so submit the question or shall
call a special election whenever and so often as it shall be
petitioned to do so by at least fifty qualified voters of said
City, provided, however, that after the submission of said
question to a vote under the provisions of this Section, an-
other or other election submitting said question shall not
be called or held within six months (6 mos. ) from the last

election on said question.

SEC. 7. And be it further enacted, That The Mayor and
