absence, disability or any other cause, the same shall be
filled by appointment by the remaining Delegates to said
Convention, provided that any person selected to fill a
vacancy shall be a resident of the same District in which
the deceased, disqualified, or absent Delegate had his resi-
dence, and shall before his appointment declare his inten-
tion to vote in accordance with the expressed intention of
the duly elected Delegate whose place in the Convention
he is selected to fill.
SEC. 11. And be it further enacted, That the Conven-
tion shall be the judge of election and qualification of its
members and shall have the power to elect its President,
Secretary and such other officers as it may deem neces-
sary. The said Convention shall also have power to adopt
rules for the transaction of the business of said Conven-
tion.
SEC. 12. And be it further enacted, That the Conven-
tion shall keep a Journal of its proceedings in which shall
be recorded the vote of each Delegate on the question of
the ratification of the proposed amendment, which said
Journal shall be filed with and remain in the office of the
Secretary of State at Annapolis.
SEC. 13. And be it further enacted, That if a majority
of the total number of Delegates to "said Convention shall
vote for the ratification of the proposed amendment, a
certificate to that effect shall be executed by the President
and Secretary of the Convention and transmitted to the
Secretary of State of this State who shall transmit the said
certificate under the Great Seal of the State of Maryland to
the Secretary of State of the United States.
SEC. 14. And be it further enacted, That no Delegate
to said Convention shall receive any compensation or re-
imbursement for expenses incurred in connection with his
election or attendance at said Convention.
SEC. 15. And be it further enacted, That the Judges and
Clerks of Election who shall fact it the special election pro-
vided for by this Act, shall be entitled to receive as com-
pensation for their services in connection with said elec-
tion, one-third of the compensation paid to such officials
at the Presidential Election of 1932. The respective
Boards of Supervisors of Elections shall have full power
