and authority to fill any vacancy that may exist in the
office of any Judge or Clerk, and vacancies occurring on
the day of election may be filled in the manner now pro-
vided by law.

SEC. 16. And be it further enacted, That it shall be the
duty of the respective Boards of Supervisors of Elections to
make all necessary arrangements for the holding of said
elections, including the selection of suitable polling places
in the respective voting precincts throughout the State,
at a rental not to exceed $5. 00 in any one precinct.

SEC. 17. And be it further enacted, That if the Con-
gress of the United States shall, by statute, prescribe a
different manner in which the Convention of this State, to
consider the ratification of the proposed amendment to the
Constitution of the United States, shall be constituted, and
shall not except from the provisions of such statute, such
State statutes as may theretofore have provided for con-
stituting such Conventions, the preceding provisions of
this Act shall be inoperative, and the Convention shall be
constituted and shall operate as the said Act of Congress
shall direct, and all officers of the State who may by said
statute be authorized or directed to take any action to con-
stitute such Convention for this State are hereby author-
ized and directed to act thereunder and in obedience there-
to, with the same force and effect as if acting under a
statute of this State.

SEC. 18. And be it further enacted, That this Act shall
take effect on June 1st, 1933.

CHAPTER 254.

AN ACT to authorize the creation of a State debt in the
aggregate amount of Twelve million dollars ($12, 000-
000. 00) the proceeds thereof to be used for the general
protection and preservation of the safety, peace, health
and welfare of the State by providing assistance, food,
shelter, supplies, necessities and other relief for unem-
ployed and destitute residents and inhabitants of Balti-
more City; to refund and repay unto the Mayor and City
