414A. The Mayor and Council of Hagerstown are here-
by authorized and empowered, in their discretion, to enter
into a contract with the Washington County Home for Or-
phan and Friendless Children to contribute not more than
a total of Two Thousand Dollars ($2, 000. 00) per annum
for support and maintenance of the said the Washington
County Home for Orphan and Friendless Children. The
said Mayor and Council are hereby authorized and empow-
ered, in their discretion, to levy and collect annually on
the assessable property of said Hagerstown, a sum of
money sufficient to meet the obligations that may be in-
curred by the said Mayor and Council of Hagerstown,
under the provisions of this section.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1933.

CHAPTER 23.

AN ACT to authorize the Mayor and City Council of Cum-
berland to issue bonds to be known as "Water Improve-
ment Bonds of 1933" to the amount of Two Hundred
Twenty-five Thousand ($225, 000. 00) Dollars, and to pro-
vide for the advertisement and sale of the same and re-
demption of the same at maturity, together with the in-
terest thereon when and as the same becomes due and
payable, and to use the proceeds thereof for the purpose
of paying certain indebtedness incurred by the City of
Cumberland in the construction of the Thomas W. Koon
Dam in excess of the proceeds of the Nine Hundred
Thousand Dollar Water Improvement Bonds of 1931, and
to pay part of the floating indebtedness of the Water
Department, to provide punishment for the violation of
this Act, and to make this Act an emergency law.

WHEREAS the Mayor and City Council of Cumberland
were authorized by Chapter Six of the Acts of 1931 to
issue water improvement bonds of 1931 to the amount of
Nine Hundred Thousand Dollars to be used for the con-
struction of an additional dam in Evitts Creek, to become
part of the water system of the City of Cumberland; and
whereas the cost of said dam exceeded the proceeds of
